Maybe you currently rent out a few properties or perhaps you have just inherited a house and are thinking of renting it out. If you are a landlord or are thinking of becoming one, then you need to be aware of the forthcoming developments that will affect you.
The private sector is facing major changes in the way it is regulated. Under the Anti-social Behaviour (Scotland) Act 2004, landlords will also be required to register their details and those of any agents used to manage their property with the local authority. Letting property without being registered will be an offence. The registration scheme is scheduled to come into effect from March 2006.
The Housing (Scotland) Bill is currently progressing through Parliament and includes the following proposals to improve standards in the private rented sector:
· A revised Repairing Standard
· A Private Rented Housing Panel
· Rent Assessment Committees
· Greater rights for disabled tenants to have adaptations carried out to properties
Moray Council is hosting an open session in Elgin to meet with landlords to discuss the proposals in the Bill along with other developments e.g. the local housing allowance and the results of recently commissioned research into the sector. The session will take place on Wednesday 26th October 2005 at 7 p.m. – 9 p.m. in the Supper Room at Elgin Town Hall.
