1. Do you currently have a Rent Deposit Guarantee Scheme in place? If so who operates it, and when is the contract due to end? If not, do you have another service to support homeless people to access the private rented sector?

(NB.  Draft Homelessness Strategy 2015-18 was out for consultation until Friday 18 September 2015 and Committee approval is being sought to implement the strategy on 13 October 2015).

3.  The council has three housing support contracts with two external support providers delivered in a residential setting:

Moray Young Persons Supported Accommodation Service, Covesea Road, Elgin – The service can accommodate up to 10 young people of both genders aged 16-24 at any one time in flats accommodating up to two people.  The support is provided by SACRO and the contract is due to come to an end on 31 March 2016.

Moray Supported Accommodation Service, Guildry House, Elgin – The service is capable of accommodating 10 people at any one time in flats accommodating up to two people.  There is no age or gender restriction.  The service and support is provided by SACRO for those with addictions and the contract is due to come to an end on 31 March 2016.

Moray Women’s Aid - 10 units of temporary accommodation for single women or women with children who have been subject to or are at risk of domestic abuse. This contract runs until 01 April 2016 with the option of a one year extension.  
 

What is the annual cost of each service?

This information is exempt under Section 33 of the Freedom of Information (Scotland) Act 2002, commercial interests and the economy.

4.  As well as the services above we also have an in house Housing Support Team.

Please provide annual costs or hourly rates for this type of support.

Our support team current comprises of:
1 full time Grade 7
2 x part-time Grade 5 (1 full time equivalent)
1 full time Grade 5
7 full time Grade 3

The annual salary scales are:
Grade 3 -£15381.60-£16738.30 £8.16-£8.88 per hour
Grade 5 -£18604.95-£20640.75 £9.87-£10.95 per hour
Grade 7-£24033.75-£26521.95 £12.75-£14.07 per hour

The Moray Council have a Housing Support & Tenancy Sustainment team.  This support can be provided in the individuals own home or in temporary homeless accommodation.
