Western Link Road
There has been significant development in the south of Elgin over the past few years and a number of road improvements have been identified in the Council’s Local Plan to cater for this development. The Western Link Road (WLR) is one of these improvements.
It will bring a range of benefits, both directly and indirectly.
• It will help to relieve congestion and improve resilience on the existing road network
• It is necessary to cater for existing and planned development in the south of Elgin
• It will provide an additional north-south route across Elgin.
• It will assist in the general economic development of Elgin.
One of the key aspects of the WLR is the provision of a new railway bridge in the west of Elgin. There are very few locations where a bridge can sensibly be located and a comprehensive appraisal of the options concluded that the proposed route provided the best value for money.

Following refusal of the planning application in December 2014, Council officers have been instructed to prepare a new application. In order to address the concerns from the previous one, independent consultants have been asked to review the new design on the basis of how it fits with Designing Streets and the National Road Development Guidance.
A design workshop was held in June 2015 with local stakeholders being given the opportunity to comment on the design. Those comments were fed into the new design which will be published once the next planning application is submitted. However, A ‘You said, We did’ table of design changes can be found here.
A second planning application is expected to be submitted by January 2016..
