FOI Request - Deferred Payment Agreements for Long Term Care

I am collating information on deferred payment agreements for long-term care.   These are the agreements under which local authorities offer care home residents an option of delaying payments so that they don’t have to sell their home immediately to pay for long-term care.

Under the Freedom of Information Act, please can you tell me the following:-

1.  Number of Deferred Payments (not charging orders) entered into by your council for years:-2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013 and 2014

2.  Numbers of Charging Orders implemented for years:- 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013 and 2014

3.   Average time taken to process requests for access to the Deferred Payment Scheme. That is date of request for access to date of registration of Standard Security.

We have no deferred payment agreements in place and never had any in place during the periods noted in the FOI.

We do advise service users and/or their representatives about deferred payments and we would be willing to enter into such agreements HOWEVER it is the care home owners who will not accept a resident under a deferred payment agreement.

We do offer Interim Funding but this is totally different than a  Deferred Payment agreement.
