1. Any correspondence between Council employees and the Scottish Government relating to the proposed financial settlement following the Scottish Government’s draft budget of December 2015

2. Any correspondence held by the Council between council employees and councillors relating to the proposed financial settlement following the Scottish Government’s draft budget of December 2015

3. Records of any communications between council employees and cosla relating to the proposed financial settlement following the Scottish Government’s draft budget of December 2015 from 1 November 2015 to the present day.

4. Any correspondence between your council and any Union relating to the proposed financial settlement following the Scottish Government’s draft budget of December 2015

5. Any internal records of discussions of proposals for voluntary redundancies from 1 December 2015 to present day

6. Any records held by the Council relating to funding decisions (other than publicly available papers) which have been written between 1 December 2015 and the present day

Response 26-05-2016

1.  All correspondence was  issued by our Leader Councillor Stewart Cree which can be viewed here and here.

2.  Please find attached here a file circulated to all members through their groups explaining the Council's draft  financial position after the settlement announcement.

3. None

4.  The only correspondence was a copy of the draft budget report which was  approved on 17th February 2016 which is available on the Moray Council website and is therefore exempt under Section 25 of the Freedom of Information (Scotland) Act 2002. 5.  The ruling Administration Group issued a press release stating there would be no staff redundancies  from the 2016/17 budget so no savings requiring  either voluntary or  statutory redundancy were considered. The administration group  did agree the removal of 8.23 FTE posts of which 0.6 FTE were 2 posts never filled. The remaining 7.63FTE were all  vacant posts which have been removed so there  are no associated redundancy costs.(These posts are  detailed on Appendix  3 ( page 20+)  to the main budget report)
