FOI Request - Use of Financial Reserves
I would like to request the following information under the Freedom of Information (Scotland) Act 2002 (FOISA):
1. Any recorded information held by your council relating to the use and proposed use of financial reserves to deliver a balanced budget as part of the 16/17 budgetary process.
2. The sum of any of financial reserves used or proposed to deliver a balanced budget as part of the 16/17 budgetary process.
1. The use and proposed use of reserves to deliver a balanced budget for 2016/17 can be found in the budget paper considered at a Special meeting of the Moray Council on 17 February 2016.
This information is exempt under Section 25 of the Freedom of Information (Scotland) Act 2002, information otherwise accessible on the Moray Council website. For ease of reference please find a link to the paper and appendices here.
Use of Reserves is referred to specifically at paragraph 6.5 and 8
2. The minutes of the meeting are not yet available, but the following amendments were made to the budget proposal summarised in Appendix 1
a) Three items were removed from the Temporary Measures detailed in Appendix 2, namely items A 4b, A 4e and A 6.
These items total £134,000 and increases the use of reserves required to balance the budget by £134,000.
b) The increase in music fees described in Appendix 3 at B 6 was reduced from 10% to 5%. This has the effect of reducing the saving from £120,000 to £60,000 and increasing the use of reserves to balance the budget by £60,000.
The funding from Reserves shown in Appendix 1, for the 2016/17 budget is amended to:
DBS / Sharepoint Team £305,000 and
Required to balance budget £6,509,000.
