FOI Request - Use of Powers Under the Regulation of Investigatory Powers (Scotland) Act

Please could you provide me with the following information about the council's use of Regulation of Investigatory Powers (Scotland) Act (Ripsa) powers?

For each of the last three financial years, to March 31st 2016, please could you provide me with the following information:

1. The total number of directed surveillance authorisations issued by the local authority.
2. The total number of times covert human intelligence sources were authorised as a tactic by the local authority.
3. The total number of times CCTV was used as a surveillance tactic by the local authority.
4. The number of people, if any, who were targeted for surveillance who were under 16 years of age.
5. A break down of the purposes of the investigations conducted in each year.
6. The number of times the local authority reported surveillance material deemed to be "confidential personal information, confidential constituent information and confidential journalistic material" to the surveillance commissioner or inspector during each period.
7. The number of times officers were subject to any form of disciplinary action in connection with Ripsa activity.

8. Please supply copies of all recorded communications & reports between the council and the Surveillance Commissioners office and/or the Information Commissioners Office undertaken in the last 12 months that relate to surveillance and/or RIPSA activities. These may be redacted as required to mitigate against any data protection concerns.

1. and 2. This information is exempt information under Section 25(1) of the Freedom of Information (Scotland) Act 2002 as it is otherwise obtainable up to end March 2015. This information was previously requested for the years 2012-2016 and can be found here

We also report these figures annually to Policy and Resources committee from 1 April to 31 March the following year and the annual reports for 2013-2015 can be found here.

For the information from 1 April 2015 to 31 March 2016, we currently hold this information but this information is exempt under Section 27(1) of the Freedom of Information (Scotland) Act 2002. It is considered that there is a strong public interest in the effective conduct of public affairs and that this information requires to be compiled, analysed and reported and discussed by the Council before it is disclosed to the public. The information is due to be reported to Council as part of the annual report from 1 April 2015- 31 March 2016 within the next month and will thereafter be published alongside previous annual reports.
