1. A copy of the latest internal council report on progress with Self Directed Support.
2. A copy of the latest versions of any Self Evaluation or Assessment Questionnaire that will be used with people needing support through the SDS process.
3. Any Scoring Sheet that accompanies these questionnaires which awards points for each part of each question including details of any deflators or multipliers.
4. A copy of any RAS or “Equivalence” documentation which shows how your council establishes each individual budget awarded in the SDS.
5. Please provide information on your policy and processes in relation to Option 2, including, what flexibility or limits you have in place over the use of budgets
6. Please provide the information that completes the following table or as much of it as is collected by your local authority.

1. Please see attached here the last internal council report that was presented to the Health and Social Care Committee.  As SDS is now embedded into mainstream policies and procedures, a progress report is no longer produced.

4. The above documentation provided would highlight how each individual budget is awarded based on the attached supported self-assessment questionnaire and the accompanying scoring matrix.  The budget is based and allocated dependent on an individual’s level of support required, but also takes into consideration the support an individual receives from family and friends and recognises the important role they have for individuals. 

5.  The Moray Council is currently working in collaboration with external providers to conduct a pilot project under option 2 exploring the use of individual service funds.  It has long being recognised that if a local authority continues to control option 2 of SDS, then it starts to become an extension of option 3.  Our aim is to be able to offer option 2 which is as similar to an option 1 through the choice, control and flexibility that is afforded under this option, to those choosing option 2.  As a result of this, we are working in co-production with four providers who expressed an interest to work alongside us to explore what an ISF would look like.  The background work has now been achieved and we are now live testing the individual service fund.  The social worker completes the supported self-assessment questionnaire and in turn identifies the indicative budget.  This in turns leads to the high level outcomes being identified and then the ISF provider supports the individual to explore how the outcomes can be achieved.  The ISF provider is responsible for arranging for the outcomes to be met through holding the budget which is paid on a quarterly basis to allow a greater deal of flexibility.  Please find the information booklet for service users attached here.

We currently only record option 1,2,3 and know that if there is more than one option chosen and how the option 4 is made up.  The recording is currently being looked at so that option 4 can be recorded more accurately.

8.  This is currently being explored as part of the on-going development work relating to SDS with a primary focus on looking at outcomes and not outputs based on our success at achieving individual outcomes. This needs to be achieved in line with the way we report back to the Scottish Government as we currently report in time and task opposed to outcomes.  The Moray Council monitors overall outcomes as an authority opposed to personal outcomes identified through support plans.
