FOI Req: Arts and Crafts Purchases

I would like to request invoices for the past 5 years submitted by all schools that sit under the council, as well as the council itself. Specifically, I would like to request invoices of Category B and C items/purchases made by schools for ‘Arts and Crafts’ materials. Such purchases could have originated from framework contracts (from Scotland Excel), your own procurement contracts/systems, from the schools making purchases directly from suppliers, or elsewhere. 

I would like to request such invoices in Excel format showing:

Ø  Date

Ø  Supplier

Ø  Purchaser/School

Ø  Amount

Ø  Type/Category

Ø  Whether it was paid for directly by the school, or by the council

Purchases are recorded on our system by supplier rather than category. We have over 10,000 live suppliers (with transactions in the last 3 years) and approximately 80,000 invoices per year and to examine each of these individually would cost the Council in excess of £600. In accordance with Section 12(1) of the Freedom of Information (Scotland) Act 2002, excessive cost, we are therefore unable to provide this information.

We can confirm that all Moray Council spend goes through the Council system, with the exception of school fund purchases that are made directly by a school.
