FOI Request IT problems with NDR Software

1) Can you inform me if your respective local authority encountered any IT problems in the software implementation to accommodate the 12.5% (14.75%) cap on non-domestic rates for the hospitality sector?
2) Has the Scottish Government assisted your respective local authority with any problems with the software implementation to accommodate the 12.5% (14.75%) cap on non-domestic rates for the hospitality sector?
3) Can you inform me how many businesses have been adversely affected from any problems with the software implementation to accommodate the 12.5% (14.75%) cap on non-domestic rates for the hospitality sector, broken down by adverse affect and how long that adverse affect lasted for i.e paying full non-domestic rates?
4) How many businesses in the hospitality sector within your local authority currently pay full non-domestic rates?

Response 22-08-2017

1) Due to the late announcement of the relief scheme, this caused a delay in the software company supplying the necessary software update but once received, there have been no problems with its functionality.

2) Since there have been no problems with the software, no assistance was required from the Scottish Government.

3) Since there have been no problems with the software, no business has been adversely affected

4) Moray Council does not hold a marker or identify separate business types, so we would be unable to provide a figure of businesses in the hospitality sector therefore this information is exempt under Section 12 of the Freedom of Information (Scotland) Act 2002- Excessive Cost of Compliance. Staff would have to check each of the 4500 records to see if the record was that of a hospitality business and then check it matched the criteria stipulated.
