Does your council allow the audio recording of council meetings that are open to the public when that audio recording is exclusively for news gathering purposes as opposed to broadcast?

3. No, Moray Council broadcasts all its meetings live over the internet, and these broadcasts are then available for 6 months. People viewing this can record it from their own equipment, but not from within the chamber. Broadcasters have previously used this method to extract sections of dialogue from the debate for their bulletins.
