Please provide the following information re sheltered housing:

NB: For clarity, we mean sheltered housing – sometimes referred to as supported housing – for elderly people. For questions below about staff, we mean all staff (FTE) employed in relation to, and working mainly in sheltered housing, including, for example, – but not only - sheltered housing wardens, cleaners, cooks etc.

2. For the above figures, please provide an outline of any relevant major change to the way sheltered housing services were organised that might have impacted on the statistics, to explain any particular change to the figures. 5. All your directly employed staff in sheltered housing should be receiving at least the Scottish Living Wage – at the level set by the Living Wage Foundation, currently £8.75 per hour. How many of the staff working in sheltered housing listed in answer to question 3, employed by one of your contractors, were not receiving at least the relevant Scottish Living Wage for the years listed?

6. Do the contracts you have listed include any clause designed to encourage payment of the Living Wage? If so, please provide the relevant wording.

7. Please provide the wording of your procurement policy relevant to payment of the Living Wage to people working on your contracts.

8. Please provide all information – draft and final reports, internal and external – relating to/advising of/planning for the impact of proposed funding changes to supported housing, impacting on sheltered housing - including through changes relating to the Local Housing Allowance cap/housing element of Universal Credit that the UK Government has very recently decided not to pursue. Please provide this for 2015/16, 2016/17 and 2017/18 to date.

2. *The service moved from having ‘live on site wardens’ to visiting wardens working to a rota system with an on-call warden’s service to cover Out Of Hours for one particular service in 2013 hence the increase in the FTE. 

3.We have contracts with the following Sheltered Housing Providers: 

CASTLEHILL HOUSING ASSOCIATION

HANOVER (SCOTLAND) HOUSING ASSOCIATION

The financial information requested is exempt under Section 17 of the Freedom of Information (Scotland) Act 2002- Information Not Held. As the above providers also provide personal care as part of their contracts we are unable to separate out what has been paid for which part of the service.

6. No 3. Our tendering processes cannot favour living wage employers but we do ask the contractors position on this at tendering. All tenders contain the following questions around the Living wage, see attached HERE.  The responses are not scored.

7. Our contract tenders state the following wording regarding the Living Wage;

"Please select the statement which best reflects your organisation from the  options                                    

1.            " I am an accredited Living Wage Employer."

2.            " I am currently going through the process of becoming an accredited Living Wage Employer."

3.            "I am not an accredited Living Wage Employer but commit to gaining accreditation over the period of the contract."

4.            " I am not an accredited Living Wage Employer but pay the Living Wage to all employees (except volunteers, apprentices and interns)."

5.            " I am not an accredited Living Wage Employer and do not currently pay the Living Wage to all employees (except volunteers, apprentices and interns) but commit to paying the Living Wage to all employees (except volunteers, apprentices and interns)

6.            "I am not an accredited Living Wage Employer and do not currently pay the Living Wage to all employees."
