FOI Request Disability Confident Recruitment

As you may be aware, in accordance with the former Positive about Disabled People/ 'Two Ticks' accreditation scheme and the current 'Disability Confident' accreditation scheme; employers who have signed up to these schemes must provide an interview to disabled candidates who meet the minimum criteria for the vacant post, if they have requested an interview under either scheme, past or present. The UK Government has stated its high hopes that the new 'Disability Confident' scheme will help reduce workplace barriers to disabled people and reduce the disability employment gap. As such and because Moray Council is a participant of the 'Disability Confident' scheme could you please inform me of the following:

1 How many candidates have requested an interview under either scheme, for the time period January 2015 - January 2017?
2 State the post applied for and please advise whether the candidate was successful in their application (the position applied for may be given a more generic title if this helps avoid identification of specific staff members and breach of the Data Protection Act 1998).
3 State the total number of vacant posts advertised and subsequently filled, for the time period January 2015 - January 2017.

Please note that this request refers to candidates who apply for any position that could result in subsequent employment by Moray Council, and should therefore be inclusive of candidates from all branches of Moray Council E.g. Education, Care, Transport, Finance, Planning, Clerical/Administrative staff etc
Further, in order for this information to be contextualised, could you please also tell me the following:
4 As at January 2015, 2016, and 2017, how many employees did Moray Council have?
5 As at January 2015, 2016, 2017, how many disabled employees were employed by Moray Council?

Q1. This this information is not available in a reportable format and would require a manual check of  personal files.  There would be 1000's of applications for the time period specified and they would not be filed separately from all other applications not eligible for interview under the named schemes and as such this is exempt under Section 12 of the Freedom of Information (Scotland) Act 2002 - Excessive Cost of Compliance.

Q3.In accordance with Section 17 the Freedom of Information (Scotland) Act 2002, we can confirm that this information is not held in the requested format and figures do not go back as far as a January 2015 as Talentlink was not in place then.  We have a duty under Section 16 of the FOI(S)A to provide help and assistance as such please see the attached information here which provides data we hold from September 2015 which is when Talentlink wen live.
