FOI Request Modelling Contracts
We understand from your published spend that Moray Council has purchased transport consultancy and transport modelling related services from certain organisations. We would like to request in the public interest confirmation of whether the council has specific contracts with these organisations, and therefore the extent to which these services have had to be outsourced using public money. As such, please could you confirm the following: The number of transport consultancy contracts that you have with supplier organisations and who they are with. The nature of each contract, whether it is a single supplier, multiple supplier, framework or DPS, or if a contract does not exist, the purchasing process for such an ad hoc arrangement The scope of each contract, e.g. general transport consultancy services, consultancy for specific project, general transport modelling consultancy, transport modelling consultancy for specific project The length of each contract and date that each one will expire The amount of spend with each contracting organisation over the last 12 months 1st Jan 2017 to 31st Dec 2017.
We currently have a single framework contract with Jacobs. This was procured through competitive tender, and the contract expires in September 2018. The scope of this contract is transport consultancy services for Elgin traffic management, including hosting the traffic model for Elgin. Expenditure under the contract during 2017 totalled £76,717.18.
The request asks for contracts that the council currently has. This is the only live contract. In the interests of transparency, during 2017 there was also expenditure with WSP Parsons Brinckerhoff of £27,500 relating to Elgin Parking Strategy. This contract expired in 2017, but was procured through the Scotland Excel framework arrangements for Engineering & Technical Conultancy.

The Moray Council are an associate partner in the Supplier Development Programme which provides a range of specialist business support activities including the provision of advice, information and training support including webinars with the aim of assisting businesses to become more capable of accessing and competing for public sector contracts.
