FOI Request - Complaints of Bullying and Harrassment

I am writing to request the following information held by the local authority regarding bullying and harassment of local councillors.


Please could you provide:
1.      The total number of complaints of bullying and harassment made by local councillors over the past three calendar years, broken down by year i.e.:
• Figures from 2017
• Figures from 2018
• Figures from 2019

Plus, the percentage of complaints about online behaviour for the same time period and broken down by year as above.


2.      The number of complaints of internal (i.e. from other staff members within the local authority) bullying and harassment made by local councillors over the past three calendar years, broken down by year i.e.:
• Figures from 2017
• Figures from 2018
• Figures from 2019

Plus, the percentage of complaints about online behaviour for the same time period and broken down by year as above.


3.      The number of complaints of external (i.e. from constituents or the public) bullying and harassment made by local councillors over the past three calendar years, broken down by year i.e.:
• Figures from 2017
• Figures from 2018
• Figures from 2019

Plus, the percentage of complaints about online behaviour for the same time period and broken down by year as above.


4.      The gender breakdown of those complaints over the past three calendar years, broken down by year i.e.:
• Figures from 2017
• Figures from 2018
• Figures from 2019

In response to question 4, we can advise that this information is not recorded. As such, we can advise that in accordance Section 17 of the Freedom of Information (Scotland) Act 2002 this information is not held.

In response to the questions 1, 2 and 3: breaking down the figures into the requested level of detail gives very low numbers (5 or fewer) in response to eac individual question. These low numbers in combination with the low number of possible individuals who the information could potentially relate to would allow for particular incidents and individuals to be identified from the requested information. As such, this information is exempt from disclosure under Section 17 of the Freedom of Information (Scotland) Act 2002 (disclosure of third party personal information). However, we can advise that the total number of complaints across all categories during each of the requested years is as follows:

2017: 2

2018: 8

2019: 10
