Elgin City Centre Draft Masterplan
This draft Masterplan seeks views on a long term programme of aspirational projects to ensure Elgin City Centre is a prosperous, attractive and healthy place. The Masterplan is a long term vision for co-ordinating and driving action forward to deliver the projects and achieve the vision and objectives for the city centre. The Masterplan seeks to support the transformation of Elgin City Centre into a successful, well-connected, healthy, green, attractive, inclusive and carbon conscious centre where people of all ages and abilities shop, live, relax and do business.
Due to Covid-19 the consultation on the draft Masterplan is being carried out virtually with various options below to engage with the Masterplan

Virtual Exhibition A virtual exhibtion to introduce the masterplan and key themes has been prepared. The best way to view the Exhibition is with a tablet/iPad, laptop or PC using a browser like Chrome, Firefox, Edge or Safari. The pdf version can be downloaded to view on a phone. Masterplan Storymap The Storymap uses maps to provide a spatial view of the projects and Masterplan.
Access Control Measures Storymap This Story Map provides information and seeks views on the control of unauthorised vehicle access to the existing pedestrianised areas in the City Centre.

Cooper Park Design Competition Cooper Park is going to be transformed and we are looking for ideas on what it could look like. The competition is open to children and young people aged 5-18 and entries will help inform the future design of the park. See the application form for further details.

The deadline for feedback on the draft Masterplan and programme of projects was 30th July 2021. Virtual public drop-in sessions were held on the 20th and 29th April 2021.
The feedback will be reported to the Planning and Regulatory Services Committee prior to consultation on the final Masterplan and Delivery Programme.
