FOI Request - Flood Defences Condition

SEPA details the location of flood defence assets, among other details, via the Scottish Flood Defence Asset Database (SFDAD)

However this data is not available to view as a member of the public. Almost identical data is publicly and freely available in England and in Wales. A request to SEPA for access to this information was met with the following reply: “In Scotland flood defences are constructed and maintained by the local authorities. We operate SFDAD, but the rights to the information contained in the database remain with the local authorities.”

Defences in England are given a condition score between 1 and 5, with 1 being very good and 5 in critical need of repair. I understand that local authorities in Scotland use a similar grading scale is used from A-E instead of 1-5.  

My request:

I wish to request a csv file detailing the Id number, the location (ideally in latitude, longitude co-ordinates), the target condition and last recorded condition of each flood defence in your local authority area. Can you also state which of these flood defences is considered high consequence. In England and Wales, high consequence defences are those in areas where flooding could result in severe impacts on people, infrastructure, and the environment.

Although I have asked for the name, location and condition of each defence, I would also ask for any other available fields. In England these include the type of flood defence (whether coastal or alluvial) the status of its ownership (whether local authority, private ownership, SEPA owned) and the organisation responsible for maintaining the defence (this is not necessarily the same as the ownership but categorised in the same way). I will remind you that the wording of this questions is “any other available fields”.
