Scope and timeframe
Please provide the following recorded information for academic years 2015/16 to 2024/25 (year-to-date) for local-authority schools and Education/Children’s Services:
1. Co-ordinated Support Plans (CSPs):
Number of CSPs opened in each academic year.
Number of CSPs closed in each academic year.
Number of CSPs in force at the end of each academic year.
Number and percentage of CSP reviews completed within the statutory 12-month timeframe (please state your measure).
2. Child’s Plans:
Number of Child’s Plans opened and closed each academic year (service-level totals).
Where routinely held, the proportion reviewed within your local review timescale.
3. Mediation and dispute resolution (ASN):
Requests for mediation received each year, and outcomes (e.g., agreement reached, not reached, withdrawn).
Requests for formal dispute resolution each year and outcomes (service-level totals).
Where routinely held, the number of references to the Additional Support Needs jurisdiction of the First-tier Tribunal (service-level total only).
4. Policy and guidance:
Current policy/guidance for CSPs, Child’s Plans and mediation/dispute resolution, including review processes and timescales.

1.We would have to check through all the CSP files to get this information. With 66 CSP, both closed and current, taking between 30-60minutes per file, this task would take over 40hrs and cost the Council in excess of £600 of staff time. In accordance with section 12 of the Freedom of Information (Scotland) Act 2002 (excessive cost), we are therefore unable to comply with this part of the request.
2. Not held. As above, this information is not collated and therefore is not held, which falls under Section 17 of the Freedom of Information (Scotland) Act 2002 - Information not held.
3. As with Q1 above, if there are any details on mediation or dispute resolutions then that data would also be held within the files and it would be excessive cost to check each file; Section 12 is therefore applicable.
