FOI Request - SWAN Migration and Digital Connectivity Plans for Moray Schools

Further to the recently published FOI response “Digital Devices and IT Information for Schools” (page_163872), I’d like to request some clarification and additional information regarding the Council’s statement that:
“All schools are in the process of migrating to the Scottish Wide Area Network (SWAN), with a target completion date of December 2025.”
As a parent in Moray with an interest in digital inclusion and educational access, I would be grateful if you could provide the following details under the Freedom of Information (Scotland) Act 2002:
1. The minimum guaranteed bandwidth (in Mbps or Gbps) that each school will receive once fully connected to SWAN.
2. Whether the SWAN migration includes upgrades to internal Wi-Fi networks, routers, or switches within individual schools.
3. Any planned post-migration performance audits or speed tests to verify improved connectivity at classroom level.
4. Details of any budget allocation or funding attached to internal ICT or digital infrastructure upgrades linked to SWAN.
5. Whether primary and secondary schools are scheduled to complete migration at the same time, and if not, what the timelines are for each phase.

1. 500Mbps
2. The SWAN migration programme is solely in relation to the wide area network connectivity.
3. There are no defined test plans at this stage, but the intention is to review performance once all schools and central links have been migrated to SWAN.
4. Infrastructure upgrades are part of the overall ICT budget allocation contained in the Council’s Capital Plan. This information is therefore exempt under section 25 of the Freedom of Information (Scotland) Act 2002, information otherwise accessible. 5. Secondary Schools have already been migrated to SWAN as part of Phase 1 of the programme. All Primary Schools are included in Phase 2. The target date for completion is December 2025.
