Establishing a Sub-Committee

Any committee has the ability to propose the establishment of one or more sub-committees and their remits. Proposals for the establishment and remit of sub-committees must be made to the parent committee which, if in agreement, will submit a proposal to the Council. The remit of a sub-committee cannot cover any matter that is not a competent matter for the ‘parent’ committee. The same rules of procedure that apply to committees apply to sub-committees, unless specified below.

The members of a sub-committee are proposed by the parent committee. Normally members of the sub-committee will be drawn from the parent committee. However, the parent committee may decide to propose other members from other committees as members. The membership of any sub-committee will be determined by the Committee.

Quorum

In the appointment of members to a sub-committee the parent committee must have regard to the balance of the political parties in the Council. The quorum of a sub-committee will be three.

Choosing a Chair

The sub-committee will choose a chair, who must be a member of that sub-committee. However, the chair does not have to be a member of the parent committee.

Reporting to a Parent Committee

A sub-committee must report to its parent committee. Sub-committee reports therefore cannot be published without the approval of the parent committee.
