Moray Council is trying to contribute towards improved recycling rates across Scotland, and this site is dedicated to helping residents in the Moray area Reduce, Reuse and Recycle their waste.

The National Waste Plan

Commits us to the following targets
25% recycling/ Composting of municipal waste by 2006 (achieved)
55% recycling / Composting of municipal waste (35% recycling and 20% composting) by 2020
Stop growth in the amount of municipal waste by 2010
Provide segregated kerbside waste collections to over 90% of Scottish households by 2020

European Union Directives

EU Directives have obliged Member States to meet stringent recycling targets, and the Scottish Executive has set a target of recycling 30% of all Bioedgradable Municipal Waste by 2008.

The Directive’s overall aim is "to prevent or reduce as far as possible negative effects on the environment, in particular the pollution of surface water, groundwater, soil and air, and on the global environment, including the greenhouse effect, as well as any resulting risk to human health, from the landfill of waste, during the whole life-cycle of the landfill".

The EU Landfill Directive sets targets for all member States (of which the UK is one) to reduce the amount of waste being sent to landfill. The main objective is to prevent, or reduce, the negative effects of landfill waste on the environment. It bans the landfilling of certain substances and had strict guidelines to progressively reduce the amount of UK biodegradable municipal solid waste being sent to landfill. These are:-

  • 75% of 1995 levels by 2010;
  • 50% of 1995 levels by 2013;
  • 35% of 1995 levels by 2020.

WEEE Directive

The Waste Electrical and Electronic Equipment Directive (WEEE Directive) aims to minimise the impact of electrical and electronic goods on the environment, by increasing re-use and recycling and reducing the amount of WEEE going to landfill. It seeks to achieve this by making producers responsible for financing the collection, treatment and recovery of waste electrical equipment, and by obliging distributors to allow consumers to return their waste equipment free of charge.

The End of Life Vehicles (ELV) Directive (2005/53/EC) come into force on 21 October 2000 The ELV Directive aims to reduce the nine million tonnes of ELVs which arise each year in Europe and 1.8 million tonnes which arise in the UK off waste from end of life vehicles. The Directive sets new standards of the scrapping of End of Life Vehicles and operators must meet recovery targets of 85% by wieght of all ELVs by January 2006 and 95% by January 2015

The Moray Council Recycling Strategy

The aims and objectives of the Moray recycling strategy are to reduce reliance on landfill, and therefore also reduce the negative environmental impacts associated with this means of disposal.  Not only does recycling help achieve this target, it also promotes better resource use, and more informed and responsible attitudes towards waste managment.
