Scope of the Scheme
This Scheme describes the activities and responsibilities involved in delivering a grass cutting service for Moray Council
tenants who are unable to cut the grass themselves. The grass cutting activity covers the cutting of Council tenants' gardens
by Grounds Maintenance personnel with the use of appropriate manpower and machinery. The grass cutting activity also covers:

Provision of advice and information for Council tenants.

Maintenance and updating of lists of service users, including tenancy changes.

Issuing annual accounts to Council tenants liable for charging.

Payment of quarterly invoices to Environmental Services.

Monitoring the quality of the service.

Principles of the Scheme
The principles underpinning the Grass Cutting Scheme are:

Tenants and stakeholders are involved in the development of the service.

Through supervision, monitoring and feedback from tenants the service is continuously improved.

Appropriate information leaflets and posters are to be developed to accompany and publicise the Scheme in accordance with
equality requirements.

The Scheme is supported by procedures and agreed practices applied uniformly across the service.

Admissions Criteria
Applicants are admitted to the service if they are Moray Council tenants who are:

Aged 65 or over with no physically able adults aged 18-64 in the household.

Under 65 and in receipt of any physical or mental health related benefit such as:

Disability living allowance

Attendance allowance
-
Severe disablement allowance
-
are registered blind, or;
-
Any age who, due to 'vulnerability', would not be capable of cutting grass. Appropriate evidence to be provided in such cases.

Charging Policy
The service will be free to qualifying applicants if they are in receipt of any amount of Housing Benefit
Applicants outwith the above categories will be liable for payment of the full cost of the service.

Levels of Service
Those on the Scheme will have their grass cut 15 times during the growing season ie. April until October. The service does
not include grass lifting or other gardening work.

Performance Monitoring
Monitoring of the service will be carried out annually, at the end of the growing season, by means of a satisfaction receipt
issued by area housing teams. Complaints will be recorded and actioned, where appropriate, by area housing teams. Tenants
who remain dissatisfied will have recourse to the Corporate Complaints Procedure.
