The Moray Development Plan comprises two distinct aspects:
The Moray Structure Plan
(36 pages, 253 KB) which sets out the strategic framework for the way in which Moray should develop.
Local Plans convert Structure Plan proposals to a more local level and contain specific policies and land use allocations for towns and villages.
There are two Local Plans covering Moray.
The majority of Moray is covered by the Moray Local Plan 2008.
The southern part of Moray, which lies within the Cairngorms National Park, is covered by the Cairngorms Park Local Plan
Supplementary guidance in support of some Local Plan policies has been produced and can be viewed at Guidance and Strategies.

The Council's timetable for reviewing and replacing the Structure Plan and Local Plan is contained in the Development Plan Scheme
(8 pages, 450 KB) This document (which was approved by the Planning and Regulatory Services Committee on 19th April 2011) will be reviewed annually, and timings may be liable to change.
In November 2010, Moray Council announced its intention to Review its Structure and Local Plans, and to prepare a new Local Development Plan.
The first stage in this process is the production of a Main Issues Report. It had been intended to publish this document for consultation in January 2012, but this will now not be the case, and the Main Issues Report is not expected to be ready before mid May 2012.
