Council Tax bills are based on two people living in a house. Discount is an occupancy-based reduction. It differs from Council
Tax Benefit, which is based on income. If you live alone, or if you, or someone who lives with you, may be classed as a “disregarded
adult”, you may qualify for a discount of 25%. In some cases, two persons may each claim a 25% discount.
Amongst the people who may be classed as “disregarded adults” are patients in hospital or a home, people who are severely
mentally impaired and care workers or carers. In each case, a number of qualifying conditions must be satisfied before any
award of discount may be made.
