Implement the Parental Involvement Act

Quarter 4 update:
Training courses for Parent Council members took place in March 2009 when 3 courses were offered to participants. There was a good turnout for this training and evaluations were positive. Parents were also invited to attend an evening event on Curriculum for Excellence in March 2009 and further sessions are planned for the summer term 2009. A full consultation on The Authority’s Strategy for Parental involvement will take place during the final term of this academic session however it has been decided not to proceed with the action of establishing a Moray Parents Forum at this time.

Promote Health, Well-Being and Respect within all learning communities in Moray

Quarter 4 update:
Ongoing support continues to ensure catering services implement standards for school meals, particularly in the promotion of the 'Be Bright Eat Right' Campaign. The 'Hungry for Success' dietician is providing guidance to primary and secondary schools on food and nutritional issues. No further updates are available on the Health & Wellbeing outcomes since the information was disseminated. In lieu of a Cooksafe training event, CPD is available through Moray Childcare Partnership regarding safe practices around food. There are also 2 more courses which promote healthy living are available in the Spring Training Prospectus. Support is ongoing for pre-school groups developing outdoor play. A Parent Leaflet, jointly produced by NHS Grampian, Aberdeenshire, Aberdeen City and Moray is now available. Moray Childcare Partnership training is based on the Nutritional Guidelines for Early Years and Childminders now have access to this training for the under 3s as part of the Healthy and Active Strategy.

All Moray Schools have Pupil Councils, while 53 of 54 have established Parent Councils.

All schools in Moray have secured and continue to be accredited as Health Promoting Schools. Some schools have advanced from commitment to commended level.

Consider continued support of jointly funded HIO posts

Review systems which recognise wider achievement

Develop indicators of achievement for Moray and collate information on achievement - There are no specific updates nationally on this.  Awaiting details from a pilot project to inform next steps.

Promote engagement with CPD to improve learning experiences

Paperwork on the PR&D system is ready to be reviewed by LNCT. Arrangements for implementation to be agreed.

Support establishments in improving practice in learning and teaching

Quarter 4 update:
No further action has taken place to develop an authority literacy policy due to National Advice. This will be taken forward at a later date in line with national developments. Work is now complete in all identified schools to embed the principles of writing across the curriculum and work is ongoing with the development of a support pack. This will continue into session 09/10.

Quarter 4 update - All six of the underlying actions now undertaken which has enhanced the data available to schools and the capacity of schools to use this data meaningfully. On-going work being undertaken, including meetings with secondary headteachers arranged by HEDs and Director, to support attainment agenda.

Support staff in schools to raise attainment, particularly in under attaining schools and departments

Quarter 4 update:
Proposals for the restructuring of the Inclusion and Support Service have been consulted on with the aim of improving provision. Training to team members and specialist school staff has been undertaken but will be ongoing as required.

EdS08007.1 To improve systems for self evaluation and improvement planning across the service -Self-evaluation has improved in HMIe reports in 2008/09 compared with the previous two sessions. In-service held for all head teachers and QIO's on the topic in February which was positively evaluated and will be folllowed up in April. Wider initiative and review now being undertaken to improve self evaluation of CLD, Libraries & Museum staff and Central Officers.
EdS08007.2 To develop further the use of available data, particularly attainment data in schools, at all levels - A new format for prelim analysis is now used and issues from this will be discussed at next meeting of group.

Involve parents more directly in supporting all aspects of their child’s education

Support schools to implement finalised Curriculum for Excellence outcomes

Quarter 4 update:
Work on the 32 week period model has gone for consultation in February as anticipated and schools are to respond by July. Work at ASG level to improve cross sectoral working is ongoing and the LTS Area Adviser is positive regarding Moray's ongoing implementation of CFE.

Continue to address issues of underachievement in the lowest attaining 20%

Quarter 4 update:
The draft strategy to facilitate the planning and use of the LAC database has been completed and the database has been revised however the accuracy remains a barrier to the successful use of the data.

All CPD related to LAC will be under the auspices of the ‘We Can and Must do Better’ initiative, and be guided by the similarly named DVD-Rom that has been produced to replace the ’Learning with care’. Officers from Moray Council have attended the Scottish Government’s ‘Training for Trainers’ events and now planning for training events must commence on a multi-agency basis.
