Assist departments – carry out impact assessment

Quarter 4 update: Chief Exec's Office has 30 impact assessments signed off. Officers have been asked to identify new / reviewed policies etc which require impact assessment. Education have 55 signed off, 9 more since Qtr 3 and 24 identified as no relevance, 17 more since Qtr 3. There are concerns regarding the standard of some of these assessments. Housing has 22 signed off and 1 policy awaiting review. 5 more complete since Qtr 3. Community Care have 23 signed off, 3 more since Qtr 3. Children & Families have 7 signed off, 4 more since Qtr 3. Development Services have 19 signed off and declare they have no more to complete Direct Service has 29 signed off and 1 identified as no-relevance. No more since Qtr 3. F&ICT have 8 signed off and 41 identified as no-relevance. No more since Qtr 3. Legal have 3 signed off and 64 identified as no-relevance. No more since Qtr 3. Personnel have 12 signed off, no more since Qtr 3. Estates have 2 signed off and 10 identified as no-relevance. Estates declare that they have no more to complete. Report went to CMT on 19th March, which included impact assessment concerns. This will be reported to SDG on 6th April.

Training in RIMF

Quarter 4 update: It is proposed that the RIMF be renamed as EIMF and launched in April. Guidance will be available in how to complete the EIMF. PO is working on a roll-out plan for EIMF.

Develop a Corporate Equality Strategy

Quarter 4 update: Strategy has been sent to CMT for approval and will be used to establish the Single Equality Scheme.

Implement actions within the Gender, Disability and Race Equality Schemes

Quarter 4 update: The outstanding action from the Disability Equality Scheme is ready for comment by CPUM. The outstanding Gender Equality Scheme action is not due until June; however this is included in the DBS survey being carried out by Craigforth. The revised Race Equality Scheme has been published and distributed with no outstanding actions to date.

Quarter 4 update – The adult learning team has successfully engaged learners in the target groups agreed at the start of the year, and while there is still a steady stream of referrals, the concept has been completed

Ensure and promote relevant lifelong learning opportunities

Quarter 4 update All seven underlying actions have been completed within expected timescales and the service is to be showcased at a national conference.   All courses enjoyed an excellent uptake including courses offered via the Union initiative that were above target and involved major businesses. As the uptake for the courses is above target for the year, income is also above target. Joint initiatives and the development of a Continuum of Learning are well established with other providers. Successful work continues with libraries as key contact/delivery points. An example of this was the extremely successful open day held in Elgin Library in February with over 3,000 visitors. Effective joint work is also embedded within our involvement in local and national literacy and numeracy programmes and the "Get Moray Reading" campaign has been launched. The agreed programme of family events has also been delivered and received very positive responses and attendances.

Implement the recommendations of the Moray Learning Disability Strategy

Quarter 4 update: The LD strategy 2007-2010 contains 11 Themes. 1. Enabling and sustaining independence- Of the 8 sub sections, 3 are complete and 5 partially completed with work ongoing. 2. Promoting Inclusion – Of the 14 sections, 7 are complete and 7 partially completed with work ongoing. 3 Meeting specialist healthcare needs – Of the 4 sections, 2 are complete and 2 partially complete with work ongoing. 4.Safety and Protection – Of the 5 sections, 3 are complete and 2 partially completed and near completion. 5. Record Keeping and Communication – Of the 8 sections, 1 is complete and 7 are partially completed. 6. Meeting staff needs – Of the 10 sections 5 are complete, 4 partially completed and 1 not completed. This final section relates to the ability of providers to use each other’s training resources to increase efficiency of training programmes. We will continue to try and address this through our Providers meetings. 7. Developing Partnership Working – Of the 8 sections, 2 are complete, 5 partially and 1 not complete. 8. Leadership and Direction – Of the 4 sections 2 are complete, 1 partially and 1 not complete 9. Financial Resources and Information Management-Of the 3 sections, 2 are complete and 1 is well underway to completion 10. Lifelong Learning – Of the 2 sections, 1 is complete and the other simply requires to be audited to ensure the outcome has been achieved. 11. Capacity for Improvement – Of the 2 sections, both are partially completed. It should be noted that work is ongoing nationally to agree performance measures for LD services. An up dated version of the LD strategy with details of progress is held in the member’s library.

Implement the Moray Adult Literacy & Numeracy Strategy

Quarter 4 update: External funding to extend ALN tutoring to offenders (£58k for 2009 -2012) received. Essential Skills exceeded (by doubling) target figure for new learners in 08-09. Other partners provided 150 learner places for literacies support in this quarter.
