Quarter 4 update:
Pre 5`s Accident Prevention action plan in place.
Training to be delivered to Health Visitors and Sure Start Nursery Nurses Spring 2009.
Health Visitors integrate home safety into existing parenting programmes and initiatives.
Provision of home safety starter packs provided to vulnerable families identified by Health Visiting teams Moray-wide.
Healthpoint Service provides accident prevention information, advice and support on an on-going basis.
Healthpoint Service also links and supports Ward 2 Dr Grays on accident prevention advice and support to patients and carers.

Develop a strategy on domestic abuse - particularly repeat offenders

Quarter 4 update:
The strategy has been delayed pending a strategic assessment, the recommendations from which will not be known until the beginning of May. Once this has been completed a strategy on domestic abuse will be developed.
The issue of repeat offenders is being address, the subject formed a large part of the recent DAF Conference and projects elsewhere are still being looked into.

Review ASB & ABC legislation

Quarter 4 update:
The Scottish Government has recently published the ASB Review and the legislation instructs that we follow the PIER model when dealing with ASB incidents. However, this is a procedure used by The Moray Council since the introduction of the legislation in 2004.

Use/develop early intervention measures to address increasing number of youth offenders aged 11-12

Quarter 4 update:
Between October – December 2008 a total of 49 young people were discussed at the monthly multi agency Young Offenders Review Group. 2 were aged 12 years. 2 were aged 10 years.1 was aged 9 years. All of them were receiving a service from Social Work Services. 2 were receiving a service from MYJ. 1 was also receiving residential support from Action for children.
These children were being supported in line with their assessed needs.

Development of a revised youth justice strategy for Moray

The youth Justice Strategy is being managed and reviewed quarterly.

Implementation of the Northern Criminal Justice Authority 3-year Plan

Quarter 4 update:
Moray Council Criminal Justice Team continues to work within the framework of the Northern Community Justice Authority Three Year (2008-2011) Plan.
A one year plan indicating how this will be achieved during 09-10 is being prepared and will be completed and implemented on 27 April 2009.

Review Pass Plus scheme

Quarter 4 update:
A report went to Safer and Stronger Group suggesting that the Pass Plus Scheme be discontinued and funding allocated to other priorities. This was agreed.

Quarter 4 update:
Quarterly performance reports have been reported to the Safer & Stronger group by all Operational groups and these were endorsed. The Safer Co-ordinating group has also submitted an updated report to the Safer & Stronger group.

Carry out actions under the Road Safety Strategy

Quarter 4 update:
Majority of schemes for 2008/09 were carried out and completed through the course of the year. Examples of schemes completed:
Road Safety Scheme – Road Safety improvement West Beach Lossiemouth; Flood Warning signs in Forres; Rural School Vehicle activated warning signs (Alves and Mosstowie; Route Accident Reduction Plans A941, B9103 etc
Cycling, Walking and Safer Streets Schemes – 4 school cycle shelters (rolling programme); Building of Lossie Wynd Cycle Way; Spey Bay footpath improvements.
