Quarter 4 update: School Travel Plans being produced and some reviewed and revised on many fronts. Still some schools with no action. Very successful and well-publicised annual School Travel Plan Prize-Giving at Laichmoray Hotel on 26 March 2009. Active Travel Plans have made satisfactory progress. Reports now officer - approved. Hoped to report to Service Committee and place reports on members Portal in May 2009

Quarter 4 update: The LD strategy 2007-2010 contains 11 Themes. 1. Enabling and sustaining independence- Of the 8 sub sections, 3 are complete and 5 partially completed with work ongoing. 2. Promoting Inclusion – Of the 14 sections, 7 are complete and 7 partially completed with work ongoing. 3.Meeting specialist healthcare needs – Of the 4 sections, 2 are complete and 2 partially complete with work ongoing. 4.Safety and Protection – Of the 5 sections, 3 are complete and 2 partially completed and near completion. 5. Record Keeping and Communication – Of the 8 sections, 1 is complete and 7 are partially completed. 6. Meeting staff needs – Of the 10 sections 5 are complete, 4 partially completed and 1 not completed. This final section relates to the ability of providers to use each other’s training resources to increase efficiency of training programmes. We will continue to try and address this through our Providers meetings. 7. Developing Partnership Working – Of the 8 sections, 2 are complete, 5 partially and 1 not complete. 8. Leadership and Direction – Of the 4 sections 2 are complete, 1 partially and 1 not complete 9. Financial Resources and Information Management-Of the 3 sections, 2 are complete and 1 is well underway to completion 10. Lifelong Learning – Of the 2 sections, 1 is complete and the other simply requires to be audited to ensure the outcome has been achieved. 11.Capacity for Improvement – Of the 2 sections, both are partially completed. It should be noted that work is ongoing nationally to agree performance measures for LD services. An up dated version of the LD strategy with details of progress is held in the member’s library.

Implement Mental Health Delivery Plan

Quarter 4 update: Joint Local committee for mental health (partners NHS Grampian, Moray council, Aberdeen city council, Aberdeenshire council) have reformed as the mental Health collaborative for Mental health for meeting Delivery plan HEAT targets and associated commitments. Various workstreams are progressing including aiming to reduce antidepressant prescribing in moray – 2 primary care based Clinical associates in Psychology have commenced work. Reduction in readmissions to ward 4 target has been achieved. Redesign of dementia services is advanced – additional SW resources to the specialist team will begin in June 09. Reducing suicides – another 2 staff have trained as suicide prevention trainers allowing a full programme of ASIST courses to take place in 2009/10.

Support action in "towards a mentally flourishing Scotland"

Operation Avon and Alcohol Test Purchase operations are due to commence shortly

Quarter 4 update: During quarter 4 of the 2008/2009 year, 7 Operation Avon's were carried out at Forres, Buckie, Lossiemouth, Elgin, Mosstodloch & Lhanbryde. These venues were chosen based on numbers of underage drinking and youth disorder calls around that time. During all the Operation Avon's this quarter 327 youths were spoken to, and 26 were found to be have been involved with alcohol in one of the following categories: possessing alcohol, to being under the influence, to being in the company of others who fitted the aforementioned categories, to being in the area where alcohol had been found secreted. Alcohol was seized during all 7operations, being a combination of that found secreted, and that confiscated from youths. The current trend remains for youths to be consuming alcohol ranging from wine, beer and cider through to proprietary mixer drinks and home made concoctions secreted within soft drink bottles. 1 intelligence led Test Purchase operation was carried out over the period, with one failure out of three tests carried out throughout Moray. There were 7 letters sent out re anti social behaviour this quarter. 9 letters were sent to parents regarding their children's' involvement in underage drinking in the last quarter. These covered range of actions from possessing alcohol, to being under the influence, to being in the company of others who fitted the aforementioned categories, to being in the area where alcohol had been found secreted.

Implement DAAT action plan

Quarter 4 update: Needs assessment underway based on guidance within the Scottish advisory committee on Drug misuse report on integrated care for drug and alcohol users. Needs assessment will be presented to DAAT strategy group on 8 April for consideration and prioritising of areas for inclusion in action plan.

A draft Alcohol and Drugs Strategy will be presented at the Healthier Strategic Group on the 2 July 2009.
