Programmes delivered through the GIRFEC/ LIAP processes. 7 Localised training sessions delivered between September – November 2009. 104 professionals attended in total from the following agencies: Education – 59; Social Work – 19; Police – 12; Health – 7; Voluntary Sector – 3 and Housing – 4. Overall, participants completed self evaluation forms which indicated a mean increase in confidence to take on the role of 72%. A Training needs analysis was carried out which indicated the following training would be valued in future – ‘completing the child’s plan’; understanding partner agencies’; Solution Oriented meetings’; Using the ‘My World’ Assessment Triangle’; ‘Involving children and young people’; ‘information sharing, consent and confidentiality’; ‘the GIRFEC approach’; and ‘SMART objectives’. The GIRFEC sub group for Training will deliver training on the above topics in 2010.

The Corporate Parenting Seminar was held on Thursday 23rd April 2009. Elected members, 1st and 2nd tier officers, in addition to representatives from the Scottish Government and Renfrewshire Council were in attendance. The three main purposes of the seminar were - to explain the principles of Corporate Parenting; to gain information on how Renfrewshire Council has taken forward Corporate Parenting; and, to increase Moray's awareness of the broad and shared responsibility for Corporate Parenting. It was agreed that each member of the Corporate Management Team would take a Corporate Parenting responsibility for a Looked After Child within Moray. This will be evaluated at the next seminar; to be held on 10th June 2010.

Written pen-portraits were prepared and distributed individually to each member of the CMT. A covering letter was included asking each member of the CMT and the participating elected member to contact one of the team and indicate when they would like the report sent. This was done in mid December. At the time of this report four members of the CMT had contacted the team seeking further information and asking for reports. As part of the Moray Against Violence Summer Campaign (started 03/07/09), two posters were designed highlighting the association between excessive drinking and the likelihood of being either the perpetrator or victim of violence. A third poster was produced highlighting domestic abuse. These were distributed and displayed in premises selling alcohol as well as in Council Access Points, libraries and Post Offices.

A Domestic Abuse Awareness Section has been purchased for inclusion within local street plan maps. These maps, including the domestic abuse awareness advertisement, are also on display within the St Giles Centre and at the Moray Leisure Centre.

Run a Broken Rainbow media campaign on the effects of domestic abuse has within the lesbian, gay, bisexual and transgender communities - Q3

The Broken Rainbow campaign was designed to encourage those within the LGBT communities within Moray to contact a helpline number set up by the Broken Rainbow charity for advice on dealing with domestic abuse. The campaign took place and involved posters being displayed within public buildings including Council, Police and Licensed premises. The campaign was also advertised through the Terrance Higgins Trust who included Broken Rainbow literature within information it sends out to its distribution list. An evaluation of the impact is yet to be completed. This is due to the fact that the Broken Rainbow charity only collates its statistics on calls every quarter and their Q3 results are not yet collated. The Police did not experience a rise in the number of domestic abuse incidents reported from the LGBT communities.

Run a White Ribbon media campaign highlighting the need for men to make a stand against violence towards women - Q3

The White Ribbon Campaign took place and involved three stands at the RAF open day within the Junior Ranks Mess, Sgts Mess and the Officers Mess. In addition football players during a Lossiemouth verses Buckie match on 28 November wore white ribbons. The campaign’s purpose was also mentioned on the first page in the match programme and featured a full-page advert. Following the campaign an advertising board is to be placed at Burghead Thistle Football Club ground highlighting the campaign’s message. The Domestic Abuse Forum’s proposal to run this campaign was also picked up by Grampian Police who ran a Grampian wide White Ribbon campaign in conjunction with the campaign in Moray.
