FOI Request - Social Housing
1 - how many new social housing (to include housing association and local authority run) tenants were there in i) 2007-8 and ii) 2011-12
2 - how many existing social housing tenants were there in i) 2007-08 and ii) 2011-12
3 - please include a breakdown by nationality of tenant of the above figures (for questions 1 and 2).
4 - please also state how many tenants of each nationality had been in the country for a) less than one month b) less than three months c) less than six months d) less than one year before being given social housing.
5 - please also state how many British people a) were on waiting lists for social housing in 2007-08 and b) were on waiting lists for social housing in 2011-12.
We have only supplied data relating to our own council housing stock. Freedom of Information law does not apply to housing associations but you may be able to access some of the information you have asked for in their Annual Performance and Statistical Return (APSR) which can be found on the Scottish Housing Regulator website at www.scottishhousingregulator.gov.uk.

2) The number of secure tenants that were occupying Council-owned housing stock:
i) 2007-8 5853 secure tenants as at 31 March 2008
ii) 2011-12 5705 secure tenants as at 31 March 2012
3) The Moray Council does not report data on nationality. This information is therefore not held, and is exempt under Section 17 (1b) of the Freedom of Information (Scotland) Act 2002.
4) To gather this information would require officers to pull manual files for all tenancies and even then these may not contain the information that has been requested. This is expected to cost over £600 and is therefore exempt under Section 12 of the Freedom of Information (Scotland) Act 2002; excessive cost of compliance.
