I would like to request the following information relating to Flood Risk Consultancy services used by The Moray Council through use of the Freedom of Information (Scotland) Act 2002.

1. How you procure Consultancy Services

2. If by your own framework, please tell me:

a. The titles and content of the relevant frameworks

b. Who is on the current frameworks

c. The start and end dates of the frameworks

d. Any possible extension periods to the frameworks

e. The name and contact email of person responsible for the frameworks.

1. Moray Council has its own in-house flood risk team. If additional resources are required we have at our disposal a framework agreement – Highlands and Islands Consultancy Services Term Commission. 

2a. Highlands and Islands Consultancy Services Term Commission. This is for civil engineering consultancy work which is split into 10 lots each of which has at least three consultants available to the purchasing authority for either a direct award or appointment through a ‘mini-bidding’ process. This Commission is available to Highland, Moray, Western Isles, Orkney, Shetland and Argyle and Bute (who administer the commission).

2b. Lot Number 5 – Development and Delivery (Civil Engineering C) includes Flooding and Coastal engineering;   JBA Consulting, Scott Wilson Ltd., Mott Macdonald Ltd. 

2c. Contract Award Date (18th May 2011) until 4th April 2015.

2d. Possibly one year.
