The proposed Moray Local Development Plan can be found here. Moray Council approved its Proposed Local Development Plan on 29 January 2014, and although this has still to be subject to consultation, and may change before being finalised, it does represent the Councils settled view of what it would wish the new Plan to look like.

The Housing Need and Demand Assessment for Moray identified a need for 6,500 new houses to 2023, and that of this need, almost 80% of the need was for persons unable to access the owner occupier sector. With public sector funding restricted, development rates are unlikely to be able to meet that need.
The Housing Land Audit that is carried out annually in consultation with housebuilders, projects development rates over the next 5 years, and is able to assess if sufficient land allocations remain available. For the period 2013-2017, the number of completions is estimated at 2129. Information can be found here.
