1. How many 3 & 4 yr olds are eligible for 600 hours of free childcare, as introduced in August 2014, in your Council’s jurisdiction?

2. How many 2 yr olds are eligible for 600 hours of free childcare, as introduced in August 2014, in your Council’s jurisdiction?

3. How many 600 hours childcare places are there in your Council nurseries at present?  How are these places allocated i.e. are any specific age groupings prioritised or is this done on a waiting list basis?

4. How many 600 hr childcare places is your Council paying partner providers to deliver?

5. Is your Council paying any private sector nurseries to provide any of the increased childcare hours?  If so, how many children does this affect?

6. Are there any cases where eligible children have to split their hours between council nurseries, or council nurseries and partner providers, to make up their full 600 hr entitlement due to a lack of spaces in one facility?

7. Are there any 3 or 4 yr olds that have not received a place in a council nursery or partner provider facility due to lack of available places?

8. Are there any 2 yr olds that have not received a place in a council nursery or partner provider facility due to lack of available places? 

9. How many incidents have there been when a parent or career have applied to a council nurseries but been unable to secure a place for their child due to lack of places?

10. How many children have places within council nurseries or partner providers that come from outside your Council jurisdiction?

11. What arrangements does your Council have in place to provide childcare for children outside your jurisdiction?

12. What percentage of childcare provisions, funded by your Council, is provided by council run nurseries; what percentage is provided by partner provides; and what, if any, percentage is provided by private providers?  Is it possible to have a similar breakdown for the last 5 yrs?

22. How many council nurseries can only offer morning or afternoon places to 2, 3 and 4 yr olds due to a lack of available space?

23. How many council nurseries can only offer staggered or inconsistent places due to a lack of places - i.e. Mon morning, Tues afternoon, Wed morning?

24. What provisions are in place for parents with children in school, as well as children in nurseries, to insure they don’t have large time gaps between drop-off and pick-up times?

25. What, if any, changes have been made in your Council nursery’s opening hours?

26. Has your Council consulted with parents to find out how they feel additional hours would be best deployed?  eg. what hours would be best for work patterns in a specific area?

27. Do your Council nurseries have childcare provisions between the morning and afternoon sessions or do parents have to make arrangements over the lunch break?

2.   There are 99 eligible 2 year olds who are either Looked After or living in families in receipt of benefits.

3.   Funded sessions of 2 hours 30 minutes have been increased to 3 hours 10 minutes in order to provide the 600 hour places.  Capacity information is noted in our responses to questions 13 and 14.  Our Admissions Policy is to offer funded places using the following criteria:

  1. Existing attendance at the centre
  2. Those resident in the secondary catchment area, and with a sibling at the centre
  3. Those resident in the secondary catchment area
  4. Children with a Co-ordinated Support Plan (CSP), and/or subject to assessment by the Education Authority
  5. Those residing outwith the secondary catchment area, and with a sibling at the centre
  6. Those residing outwith the secondary catchment area

Priority within any of the 6 categories above, where it is necessary to be determined, will be given to older children first and then those resident closest to the requested provision (distance being calculated by the straight line method)

4.   There are 1,564 children in 600 hour places in the term August to December 2014.

5.   No additional private sector nurseries have been contracted to provide early learning and childcare as a result of the increased childcare hours.

7.   No, all who requested a place in 2013/14 were offered, although not necessarily their first choice of centre.

10.  There are 10 children resident outwith Moray with funded places in the term August to December 2014.

11.  Moray Council tries to ensure that places are well matched to meet the needs of both children and parents.  Placements are made using our Admissions Policy, which is noted in our response to question 3.

12.  Our current provision is 39% Council run nurseries and 61% partner providers.  5 years ago this was 38% Council run nurseries and 62% partner providers.  The number of partner providers has remained consistent over the last 5 years.

13.  There are 22 Council run nurseries with the following capacities, as at August 2014:-
