FOI Request - Referendum Fees & Payments

I'd be grateful for your response to these questions in connection with the recent referendum:

1. How many council staff were paid a fee in addition to their council salary for their work in connection with the referendum prior to polling day and on the evening of the count;

2. What was the total paid in fees for their work in connection with the referendum prior to polling day and on the evening of the count;

3. What payment was made (or is due to be paid) to the Chief Returning Officer for his/her work  in connection with the referendum prior to polling day and on the evening of the count;

4. What deductions were made or agreed - or voluntary repayments made or agreed - by the Chief Returning Officer to the Council with respect to time taken off Council work in performance of his/her role as Chief Returning Officer;

5. What further costs were incurred by the Council in connection with the referendum prior to polling day and on the evening of the count?

1. Prior to polling day – 8
On the evening of the count - 43

It must be noted that the count staff worked from 9pm until 7am in the morning in Moray so was not the ‘evening’ but overnight. In respect of above, fees are paid to staff who work additional hours outside their contracted working hours.

This information is not held and is therefore exempt under Section 17 of the Freedom of Information (Scotland) Act 2002.  This is taken to be a reference to the Chief Counting Officer based in Edinburgh. The Moray Council does not hold this information as The Moray Council are not part of her office. 5. None, the council do not incur the cost of the Referendum, the cost of the Referendum in the Local Authority area are borne by the Counting Officer and paid for by the advance forwarded by the Scottish Office to pay for the conduct of the Referendum. This is as per the arrangements in The Scottish Independence Referendum (Chief Counting Officer and Counting Officer Charges and Expenses) Order 2014 (publicly available information).
