•   The budget set aside for or the amount of money which the council expects to spend on public Christmas decorations/celebrations/events in 2014/15.

•   The amount of money which the council spent on public Christmas decorations/celebrations/events in 2012/13 and 2013/14.

The term ‘public Christmas decorations/celebrations/events’ would include things like festive street lights or decorations; council-organised parades, switching-on ceremonies or Christmas fairs; bulk orders of festive bunting, lights or tinsel for public buildings; Christmas trees etc.

The Council has no budget set aside for, nor does it expect to incur expenditure on public Christmas decorations/celebrations/events in 2014/15, other than from the Developer Contribution received in respect of the Buckie Tesco development. The granting of planning consent for a Tesco supermarket in Buckie was subject to a Section 75 Agreement, which required the provision of funds to mitigate potential impacts that might result. Part of the funds received are to be used for town centre management and marketing activities to assist in mitigating any impact the store might have on the vitality of the town centre. The funds are ring fenced and must be spent by February 2020.

 

The Council incurred no expenditure in 2012/13 and 2013/14 other than from the Tesco Developer Contribution (described above). The amount in 2012/13 was £6.800 and in 2013/14 £8,500.

The Common Good Funds for Buckie, Elgin and Forres have received funding applications from outside organisations for such events in the years in question and have made contributions towards to overall costs for those events. The combined contributions were £12,000 in 2012/13 and £500 in 2013/14. Contributions approved for 2014/15 total £16,100 as at 4 November 2014.
