FOI Request - A990 Portgordon to Buckie Pavement

We request you provide the undernoted information relative to the repair, maintenance and inspection of the pavement on the A990 between Portgordon and Buckie.  We understand the pavement adjacent to the A990 between Portgordon and Buckie are subject to regular inspections, and are adopted by you.  However, can you please provide the following information:-

1. Are the pavements on the above route adopted by you in terms of the Roads (Scotland) Act 1984?

2. What inspection interval or regime have you identified as being appropriate for this stretch of pavement? What factors were used in addressing the inspection interval?

3. Please provide a copy of all inspection reports for the pavement and carriageway on the above route between 1st January 2012 to present date.

4. Please also confirm:-
(a) When was the last inspection prior to 26th January 2015 carried out? What was noted in the inspection? How was the inspection carried out?

(b) When was the first inspection following 26th January 2015? What was noted? How was the inspection carried out?

(c) If any defects were noted in these inspections, were these defects repaired? How were these repairs carried out?

5. Please provide us with copies of all work and repair records for the pavement on the above route from 1st January 2012 to present date.

6. Please provide us with copies of any telephone call records or written records of complaints pertaining to the above route and the pavement, whether these complaints were made in person, over the phone or in writing to you between 1st January 2012 to present date.

Response 17-03-2015

1.            The section of road between Portgordon and Buckie only has a footway on the north side.  That footway is adopted.

2.            The footway is inspected monthly.  All carriageways and footways are allocated a maintenance hierarchy in line with the recommendations within the ‘Well Maintained Highways’ Code of Practice.  The footway in question has been categorised as a Hierarchy 3 – Link Footway which would normally receive an annual inspection however as the adjacent carriageway is inspected monthly the footway receives the same.

3.            Our inspection record system changed in April 2012.  I have attached extracts from the January 2012, February 2012 and March 2012 inspection records from our old system, and a report from our WDM system which covers the period from April 2012 to date.  Please note that within the earlier records “NDF” means ‘No Defect Found’ and “PTO” means ‘Please Turn Over’ as any defects found are listed on the rear.

4a           You will see from the information provided in response to Q.3 that the last inspection prior to 26 January 2015 was carried out on 19 January 2015.
No defects were noted on the footway concerned during that inspection.  The inspection was carried out from a slow moving vehicle.

4b           You will see from the information provided in response to Q.3 that the first inspection after 26 January 2015 was carried out on 5 February 2015.
No defects were noted on the footway concerned during that inspection.  The inspection was carried out from a slow moving vehicle.

4c            Not applicable (no defects found in either inspection).

5.            The WDM report mentioned in Q.3 includes details of all works instructions raised since 1 January 2012.

6.            There have only been 4 customer enquiries regarding this section of road since 1 January 2012, and only 1 of those enquiries was regarding the footpath.  The information can be found here however please note that personal details have been removed for data protection purposes.
