Under Freedom of Information, I would like to know the following for each of the last ten years, to date:

1- How many people applied to your council for a disabled ‘blue badge’ for parking in each year?

2- Of those applicants, how many were given a blue badge?

3- Of all of those who applied (answer to q1) how many were asked to complete a mobility assessment?

4- Of all those asked to complete a mobility assessment (answer to q3), how many of them then qualified for a blue badge?

For background, I would also like to know:
5- If you ask applicants to complete a mobility assessment, what does that entail? What are they required to do?

6- When was the mobility assessment first introduced (year) and has it been altered since, if so when?

7- Who carries out these assessments?

5.   Attendance at Moray Resource Centre in Elgin is required for all Moray IMA’s.  Given explanation of the new policy and criteria, discussion about their conditions and how they affect them followed by a mobility assessment.

Mobility assessment involves observation of the client walking outdoors over a distance of 40m.  Route has a slight incline and decline and all applicants are timed over this route to calculate walking speed.  Applicants encouraged to walk in their normal manner with the support usually used i.e. walking aids or support of another person.  Client is then encouraged to return to building which allows us further observation of their mobility to 80M.  Where obvious, applicants will be notified of the outcome of their application at the IMA appointment.

6.  Introduced in Moray in September 2012 using agreed paperwork with Aberdeen City and Aberdeenshire councils.  This has not been changed since implementation.  

7.  Currently carried out buy two qualified and HCPC registered Occupational Therapists
