It is made of cow horn. In the 1800s most country people would have had several spoons and ladles made out of horn, from their own animals. They used their spoons for eating porridge, potatoes and broth, knives and forks were not used. This would have been made in a mould of two pieces of wood with the softened horn poured into the middle.
