What can I pay online?

You can currently pay the following Moray Council bills and invoices online:

  • Council Tax
  • Non-Domestic Rates
  • Community Charges
  • Rent
  • Housing Benefit Invoices
  • Housing Benefit Overpayments Invoices

  • Miscellaneous Moray Council Invoices

Which number do I use?

All you need to make an Online Payment is your bill’s account number or your invoice’s reference number which you will be able to find on the bill or invoice sent to you by the Council.

Is it Safe?

Moray Council has used industry-standard Secure Socket Layer (SSL) technology to provide 128-bit encryption of all personal and card details.  This means all your personal and card details are protected by 128-bit encryption during transmission over the Internet, providing, for practical purposes, the most effective security that is available for the information you have transmitted to us.

To further emphasise the security of our Online Payments webpage to its users, it is certified by Thawte, the global SSL certification authority, as a trusted site; Thawte’s icon is displayed on the bottom left-hand corner of the webpage and the security of the page can be tested in at any time by clicking on this icon - Thawte will then provide a response which confirms the webpage’s security.

The most recent web browsers support Secure Socket Layer (SSL) technology, and to ensure the security of the card details that you provide to us, and we would suggest using an Internet browser of at least Internet Explorer 5.5 (or equivalent), when using the Council’s Online Payments webpage.

It is easy to check your Internet browser’s strength.  When you access Online Payments webpage to make a payment, it should tell you that it is ‘SSL Secured (128 bit)’, which can be verified by placing your mouse’s pointer over the ‘padlock’ icon usually found in the bottom right-hand corner of the screen.

Can I pay more than one bill?

Yes.  The Online Payments webpage will let you pay multiple bills in a single transaction.  You should initially select the first bill or invoice that you would like to pay from the ‘Bill Type’ drop-down menu and input your account or reference number and the amount that you want to pay, finishing the transaction by selecting the ‘Add’ button.  This procedure should be repeated until you have input details of all of the bills you want to pay.  The Online Payments web-page will then total all of these transactions and deduct a single amount from the credit or debit card specified by you.

Can I get a receipt?

When you make a payment online, there is an option to input your personal e-mail address  – which you should do carefully to ensure it is entered correctly – so a receipt can automatically be sent by e-mail to that address as part of the transaction.  Alternatively, a transaction number is provided at the end of all transactions.  You should take careful note of this number and retain it as you will need to quote it if you have to contact us about the payment that you have made.

What if my card is refused?

There are a number of reasons why your card-provider may refuse to authorise a payment.  If you are informed that a payment that you wished to make has been declined, we would direct you to contact your card-provider immediately to obtain a full explanation of why you have been unable to make a payment using your chosen credit or debit card.

Moray Council is committed to providing the widest possible menu of payment-options from which you can pick the one which best suits your personal and financial circumstances.  Online Payments is the option on this menu which lets you make payment of your bills and invoices at a time which is convenient for you, 24 hours a day, 7 days a week, 365 days a year.

What if I experience problems?

Online Payments have now been available on the Moray Council’s website for more than eighteen months and we are confident that you will have no difficulties using it to make a payment online.

In the unlikely event that you do encounter a problem, please click here to contact a member of the team responsible for administering Online Payments.  If you contact us during the business day (Monday to Friday, 08:45 to 17:00) we will try to respond to you promptly to resolve the difficulty that you have encountered.  Alternatively, if you contact us outwith these hours, or at a weekend, we will get back to you within one working day.

How quickly will you process my payment?

Once you have made a payment online, and it has been authorised by your card-provider, we will usually update your account within two business days.  There may, however, be a slight delay for payments made during the weekend.

Can I check my balance online?

Unfortunately this service is not yet available.  We hope to soon develop online services that will allow you to do this.  As soon as this service is made available, we will let you know through our website.

Do you keep my card details?

We only use your credit or debit card details to complete the transaction that you have input; they are not retained for future use.

How else can I pay?

Direct Debit: you can pay your Council Tax, Non-Domestic Rates or Housing-Rent by Direct Debit.  A number of payment-frequencies are available.  Download the appropriate direct debit instruction:

 

Automated Telephone Payments: you can pay your Council Tax, Non-Domestic Rates, Housing Rents, and Tenants Insurance by calling 0845 601 4444 at any time.  You need will need to have a note of your account or reference number, a valid credit or debit card and a piece of paper to note the reference number provided at the end of the transaction.
