I request the following in respect of [insert council name], for each of the financial years 2021-22 to 2025-26:

1. The number of fly-tipping incidents reported to the council.

2. A breakdown of those incidents by the type of land on which the waste was deposited for example council-owned land, other public land, private land, roadside or verge, and agricultural or forestry land — using whatever categories the council records.

3. The number of incidents that were investigated, and the number in which a person responsible was identified.

4. The number of fixed penalty notices issued for fly-tipping, the number paid in full, the number withdrawn or cancelled, and the number referred to the Procurator Fiscal following non-payment.

5. The total sum recovered in fixed penalties, and the total sum written off as unpaid.

6. The cost incurred by the council in clearing fly-tipped waste, and the tonnage cleared, in each year.

7. The number of incidents on private land in respect of which the council took no clearance action, and a copy of any policy governing when the council will clear waste from private land.

8. The number of staff, expressed as full-time equivalent, employed in enforcement functions relating to fly-tipping and litter on 31 March in each of the years 2022 to 2026.

9. Confirmation of the system or systems on which the council records fly-tipping incidents, and whether the council reports these figures to any national body or database.
