1. Pursuant to the Environmental Information (Scotland) Regulations 2004 (EIR), I am writing to formally request copies of

a) all technical data,
b) maintenance records,
c) and structural evaluations held by Moray Council regarding the U30E Darkland Road, Elgin.

2. Specifically, please provide digital copies of the following information held by the Roads and Transportation department covering the past five (5) years:

a) Structural and Condition Reports:
i. Any structural health surveys,
ii. deflectograph data,
iii. road surface condition indices,
iv. or formal engineer assessments detailing the load-bearing capacity and sub-base stability of the U30E.

b) HGV and Heavy Plant Suitability Assessments:
i. Any internal correspondence,
ii.traffic management reviews,
iii. or route suitability assessments regarding the impact of Heavy Goods Vehicles (HGVs) or heavy commercial plant machinery on this specific unclassified rural lane.

3. Traffic Volume and Axle Load Data:

a) Any recorded traffic count datasets,
b) vehicle classification counts,
c) or estimated axle-load impacts compiled for the U30E route.

4. Maintenance and Defect Histories:

a) Digital logs of reported road surface failures,
b) edge-failing defects,
c) structural pothole repairs,
d) and the total expenditure or actions taken to stabilize the U30E over the stated period.
