FOI Request - Care at Home Costs and Delivery Waiting Times

I am writing to request information under the Freedom of Information (Scotland) Act 2002 regarding adult social care procurement and commissioning and delivery waiting times.
Please provide the following details:
1. The current standard or average hourly rate (gross) paid by Moray Council to independent or voluntary sector providers for contracted “Care at Home/Domicilary Care” services.
2. The internal hourly cost equivalent of the care is delivered directly by Moray Council’s in-house Care at Home service.
3. If a patient is assessed as requiring a double-handed care package (e.g. 2 carers per visit) or multiple distinct visits spanning 2 total hours of care per day, how does the council calculate the cumulative weekly cost billed internally or to the partnership?
4. The current number of individuals in Moray who have been assessed as qualifying for a Care at Home Package but who are currently on a waiting list because a care provider has not yet been allocated.
5. The average (median) number of days an individual waits between the completion of their social care assessment and the actual start date of their Care at Home package.
6. Of those currently on the waiting list for a Care at Home package, what is the longest duration (in days) a single individual has been waiting for their care to be fulfilled?
7. The average (median) number of days an individual waits for a Care at Home package specifically when the care is required to facilitate a safe discharge from hospital (e.g from Dr Gray’s Hospital).
