For the avoidance of doubt, I would like the request to cover the following recorded information held by Moray Council in relation to Road Construction Consent inspection fees:

1. The basis upon which the current 6.4% RCC inspection fee was originally calculated, including any calculations or cost models used;

2. Any breakdown or assessment of the actual costs incurred by Moray Council in supervising and inspecting RCC works, including officer time, staff costs, overheads and other costs included within the calculation;

3. Any evidence, calculations or assessments demonstrating that the 6.4% fee reflects the expenses reasonably incurred by the Council in undertaking RCC activity;

4. Any reports, reviews, benchmarking exercises, committee reports, briefing papers or other supporting documentation relating to the setting or review of RCC inspection fees;

5. Any benchmarking undertaken against RCC inspection fees charged by other Scottish local authorities;

6. Any reviews or assessments undertaken by the Council regarding compliance of its RCC inspection charges with Section 140(6) of the Roads (Scotland) Act 1984;

7. Any recorded information relating to the Council's current review of the RCC inspection fee structure, including its scope, methodology, progress and anticipated completion;

8. Any recorded information supporting the Council's stated position that any future revision to RCC inspection charges will not be applied retrospectively.
