This information is therefore exempt under section 25 of the Freedom of Information (Scotland) Act 2002, information otherwise accessible.    Regarding the data broken down by gender is information that is not held. The council does not request gender data as part of the application process  however the requester can review the names of drivers  on the register. Information that is not held falls under Section 17 of the Freedom of Information (Scotland) Act 2002 - Information not held.
