EIR Request - Blackhillock Planning Records, GIS Boundaries and Development Status

1. Existing spatial records

For each of the application records listed below, please provide any existing electronic red-line boundary, site-boundary or GIS polygon held by the Council, together with any recorded site-area field or stated area.

Where available, I would be grateful for spatial data in an existing reusable format such as SHP, GeoJSON, KML/KMZ or another GIS export.
If no GIS file is held, please provide the approved location or site-layout plan in its existing electronic format.

2. Historic Blackhillock baseline

Please provide any existing plan, map, GIS boundary, recorded site area or archive reference showing the boundary of the original Blackhillock substation before the post-2008 expansion permissions.

Where the underlying document is held only in an archive or non-digital format, please provide its catalogue reference, file identifier and a description of the access or copying route.

3. Decision records and approved plans

For the references above, please provide accessible links to the following records where they are already online:

a) decision notices or Scottish Ministers' deemed-planning-permission notices held by the Council;
b) approved location plans and site-layout plans;
c) committee or delegated reports;
d) approved landscape, drainage, access and restoration plans where these define the physical site boundary; and
e) any subsequent variation or discharge record that materially changed the approved boundary or layout.

Where a previously published Council link is broken or the document is no longer available online, please provide a replacement link or the existing electronic copy, where held.

In particular, replacement or archived copies are requested for:

- the February 2013 report concerning 12/01774/EIA;
- the November 2015 report concerning 15/00631/EIA; and
- the Council planning-summary document previously published as file153223.pdf, covering 21/01777/APP and 23/00978/APP.

4. Permitted-development and non-standard consent records

Please provide any existing Council-held notification, plan, correspondence, register entry or completion/status record relating to permitted-development works at or immediately adjoining Blackhillock, including the Caithness–Moray HVDC cable, converter or compound works and any associated cable, terminal-tower, sealing-end or temporary-construction areas that may not appear as ordinary planning applications.

5. Recorded implementation and restoration status

For each listed development, please provide any status information already recorded by the Council indicating whether it is:

 a) implemented or operational;

b) under construction;

c) consented but not implemented;

d) expired or superseded;

e) temporary and removed/restored; or

f) of unknown status.

 I am requesting only existing recorded status information, not a new site investigation or judgement by the Council.

 6. Existing consolidated records

 Please provide any existing Council-held map, spreadsheet, database extract, site schedule, briefing, cumulative-development assessment or internal working record that brings together more than one Blackhillock-area permission or infrastructure development.

This includes any existing spatial or tabular material prepared for the Keith Green Energy and Infrastructure Framework or for cumulative landscape, transport, planning or infrastructure assessment.
