Please provide the following information relating to management moves (also known as management transfers) within Moray Council Housing:

1. The number of management move requests received in each financial year from 2020 to the present.

2. The number of management moves approved in each financial year.

3. The number of management move requests refused in each financial year.

4. The broad reasons for approved management moves, grouped into categories where possible (for example, domestic abuse, harassment, safeguarding, medical circumstances, anti-social behaviour, exceptional circumstances, or other).

5. A copy of the current policy, guidance, procedures, or criteria used when considering management move requests.

6. Any internal guidance or instructions provided to housing officers regarding management moves.

7. Whether applicants can request a management move themselves, or whether requests must be initiated by a housing officer or another member of staff.

8. If recorded, the average time taken to reach a decision on a management move request.

  1. Management Transfer were only implemented on 1 April 2024. Question 2 confirms

    the number approved since the implementation of the policy.

    2025/2026 – 9

    2026 to date - <5* the low numbers associated with this response may result in the

    identification of individuals. Therefore numbers between 1 and 5 have

  4. Management transfers are assessed on a case-by-case basis, taking account of the

    individual circumstances and supporting evidence available at the time of the

    application. The main categories were as follows:

     Major Works and Property-Related Issues

     Exceptional Housing Management Circumstances

    Managers/Area Housing Officers). They are not requested by applicants.
