FOI Request - Short-Term Let Licensing Scheme

1. I am writing on behalf of the Association of Scotland's Self-Caterers (ASSC) to request information under the Freedom of Information (Scotland) Act 2002 relating to your Short-Term Let Licensing Scheme. In July 2025, ASSC sought information from all Scottish local authorities regarding the implementation and funding of the licensing scheme. As the scheme has now been operating for a further year, we are undertaking an updated benchmarking exercise to understand how licensing activity, fee income and operating costs have developed in practice.  The information requested relates to:

a) Current licensing activity by licence type.
b) Fee income and expenditure since implementation.
c) Reviews of the Council's fee structure.
d) Consideration of renewal fees.
e) Confirmation that the current fee structure continues to reflect the principle of cost recovery.

The Scottish Government has consistently advised that licensing fees should recover, but not exceed, the reasonable costs of administering the scheme. During the development of the legislation, it was also anticipated that renewal applications would generally require less administrative resource than initial applications. Given that local authorities now have several years of operational experience, this exercise seeks to understand how actual experience has informed the ongoing review of fee structures across Scotland.
