1. I request the following information regarding Moray Council’s purchase cards / corporate credit cards / procurement cards for the period 1 January 2025 to 31 December 2025 (or the nearest financial year for which complete data is held). A full list (preferably in spreadsheet format) of all transactions where the merchant name includes “Tesco” (or any Tesco store / Tesco.com / Tesco fuel / Clubcard-related). For each transaction please provide, where held:

a) Date
b) Amount
c) Exact merchant descriptor / store identifier
d) Cardholder department or service area (individual names may be redacted)
e) Any recorded description, purpose, or narrative
f) Whether a receipt or invoice is held and, if so, a copy or summary of the items purchased

2. If a pure “Tesco-only” extract is not readily available, the same details for the broader supermarket category that totalled approximately £156,000 / 3,812 transactions in 2025, clearly identifying which are Tesco.

3. Confirmation of whether any Tesco Clubcard, loyalty points, vouchers, or equivalent benefits were earned, accumulated, or redeemed in connection with these transactions, and who (council, individual, or other) holds or benefits from them.

4. A copy of (or link to) the current purchase-card / corporate-card policy, including rules on receipts, authorisation, supermarket/retail spend, and any loyalty-scheme provisions.

5. Total number of active purchase cards and the process for reviewing/approving supermarket transactions.

1. & 2. Please note that there are annual accounts and purchases are individually justified, but to give a break down could identify when and where staff visit, and, potentially provide information about service users (inc pupils, those supported by Social Care/Social Work). Therefore, we are applying exemption under Section 30 of the Freedom of Information (Scotland) Act 2002 - prejudice to conduct affairs, and, Section 38(1)b - personal information for any of the location data.
