FOI re local authority audits for 1140 hours early learning and childcare places

1. What percentage of 1140 hours delivery is through partner providers (excluding local authority settings) from Aug 2025 – July 2026?

2. What percentage of ELC budget used to fund providers (excluding local authority settings) from Aug 2025 – July 2026?

3. Since August 2021, has the local authority conducted an internal audit, or scrutiny review or other review of the funded ELC services it delivers including the hours it offers parents outside of funding? Please provide copies.

4. For each financial year from 2024/25 to the present, please provide the total value of outstanding debt owed to the local authority by parents/carers in relation to:

a) additional nursery hours beyond funded entitlement;
b) wraparound childcare;
c) flexible childcare; and
d) any other paid-for early years or school-age childcare services.

5. For each financial year from 2024/25 to the present, please provide the total value of credit balances, overpayments, refunds due, or other monies owed by the local authority to parents/carers in relation to:

a) additional nursery hours beyond funded entitlement;
b) wraparound childcare;
c) flexible childcare; and
d) any other paid-for early years or school-age childcare services.
