Employment of Children

Children under the age of 16 can work part-time, but there are rules to make sure their health, education and wellbeing are protected. If you are an employer, parent or young person, it is important to understand what type of work is allowed and when children can work.

The Byelaws (PDF) relating to the employment of children in Moray apply to all children under 16, even if the work is unpaid.

Anyone who employs a child on a part time basis must obtain a child employment permit from the school that the child normally attends.

The Byelaws Guide (PDF) gives a summary of permitted employment and working hours.

To employ a child under 16, the employer needs to complete a Work Permit Application Form (PDF). A paper copy is available in Moray secondary schools.

The completed application form should be sent to the secondary school attended and the school office will then issue a work permit. If the application is being made during school holidays, the completed form should be emailed to education@moray.gov.uk
